The Guam Department of Youth Affairs (DYA) youth serving agency in the U.S. Territory of Guam. It focuses its efforts on improving the quality of life for youth and their families, by developing and sustaining programs and services that promote positive youth development, reduce juvenile delinquency, and provide opportunities for youth to succeed. DYA operates community youth resource centers, as well as the Youth Correctional Facility and Cottage Homes for court-ordered youth offenders.

In the community, the DYA Youth Development Division established three (3) youth resource centers, strategically located in the northern, central and southern regions of Guam, all of which provide safe havens and are open to the public free of charge. YD manages these centers that consist of social workers, community program aides and a clinician, who oversee the daily operations of the centers. Programs/ Services offered include, but aren’t limited to: After-School Care, After-Care, School Shadowing, Daily Programming such as Arts & Crafts, educational board games, health and cooking activities, outdoor physical recreation and sports events, etc. Hours of Operation are from 8:00 am to 5:00 pm on weekdays, except on Government of Guam Observed Holidays and Weekends.

Through its Division of Special Services, DYA operates the only youth correctional facilities on island, the Youth Correctional Facility for non-status offenders, and the Cottage Homes for status offenders. Youth residents are remanded into both facilities via a valid court order by a judge. These facilities are staffed by youth service workers who operate on 24 hours/ 7 days a week operation.
