The Governor's Community Outreach-Federal Programs Office is responsible for distributing funds obtained from the U.S. Department of Justice Office of Violence Against Women (USDOJ OVW) STOP and SASP formula grants, as well as discretionary grants awarded to GCOFPO, that enable both government and non-profit subgrantees to provide services, training, and personnel for law enforcement in order to address the crimes of domestic and dating violence, sexual assault, stalking, and human trafficking. GCOFPO works with both government and non-profit subgrantees to fund victim services, and to provide training and salaries for law enforcement personnel (including the Guam Police Department, Office of the Attorney General, and the Judiciary of Guam) in order for them to more successfully prosecute the offenders.
