MISSION STATEMENT

  • To provide reliable, accessible and cost effective public transportation services to the general public and individuals with disabilities on the Territory of Guam.  
  • To plan, establish, develop, coordinate, promote, own and operate services and facilities that support public transportation.
  • To fulfill the mandates of Public Law 30-05 (Creation of GRTA as an autonomous agency of the Government of Guam) 
GOALS AND OBJECTIVES
  • To examine the existing Guam Public Transit system, conduct an analysis of future operational needs for the community and mitigate any impacts that may arise from the pre-buildup needs in support of the military expansion on Guam.  Consideration will focus on the immediate capital and operational needs of the transit system in terms of local and federal funding requirements.
  • To procure additional ADA equipped buses to replace existing old and aging fleets for the operation of Guam Public Transit System – Fixed route and Paratransit Services.
  • To establish and expand existing routes, schedules, and services. To include implementation of the Governor’s Pilot Program.
  • To recruit additional necessary personnel to enable GRTA to perform and function as a fully autonomous agency of the Government of Guam as delegated by P.L. 30-05 (Re-establishment of Guam Regional Transit Authority) and GRTA Approved Transit Business Plan (Attached). Such additional bodies being requested are Accountant II, Planner II, Planning Technician I, Transportation Supervisor, Contract Administrator, Program Coordinator II, Administrative Assistant and a Full Time Secretary.
  • To officially award a multi-year contract for the Management, Operations and Maintenance of the island-wide public transit system services to cut/maintain overall operation costs.
  • To implement the requirements and goals under the VTCLI (Veterans Transportation Community Living Initiative) Grant in the creation of a “One-Call-One-Click” Center, the construction of a Resource Center Building with the Department of Integrated Services for Individuals with Disabilities (DISID) and construct a permanent GRTA’s own administration, operation and maintenance office/facilities.
  • To ensure that all established fixed route bus stops are identified with bus signs and transit schedules.
  • To construct & install one bathroom/toilet that is ADA compliant at the GRTA Hagatna terminal.
  • To install additional bus shelters throughout the Island.
  • To install solar lighting with poles at each GRTA bus shelters for the safety and security of our transit riders particularly our clients with disabilities.

Fixed Route Service

The Fixed Routes are comprised of Five (5) buses that operate on a Fixed schedule with designated stops between major transfer stations. The Fixed Routes are Greyline, Greenline, Greenline Express, Blueline 1, Blueline 2A, Blueline Express and Redline.

Paratransit Service

Paratransit service is provided to ADA Eligible Certified passengers. Certification is a requirement of this service and an application can be obtained at the GRTA Office in Upper Tumon. Reservations for use of this service must be made during normal business hours (8am-5pm), Two (2) days in advance. Six (6) service vehicles are dedicated for Paratransit.
