The University of Guam Upward Bound Program is a 100% federally funded program that aims to generate the skills and motivation necessary for college-bound low-income or first-generation students to successfully complete high school and enroll into college.
What is Upward Bound (UB)?
UB is designed to help 100 high school students prepare for college enrollment immediately after graduation. Participants receive services at the University of Guam and selected public high schools (George Washington, John F. Kennedy, Okkodo, Simon A. Sanchez, Southern, and Tiyan) as approved by the U.S. Department of Education.
UB is a national college preparation program hosted by UOG. It is 100% federally funded under Title IV of the Higher Education Act of 1965 (as amended). UOG's UB has annual funding of $401,953. It is also part of the TRiO Programs, which include Educational Talent Search (ETS) and Student Support Services (SSS).

A student applying for the program must be a first generation (FG) college student and/or come from a low-income (LI) household.
- First-generation (FG) eligibility applies if the student's parent(s)/legal guardian(s) do not have a 4-year college degree.
- Low-income (LI) eligibility is based on family size and taxable income as determined by federal low-income guidelines.
- Student's cumulative grade point average (GPA) must be 2.5 or greater.
- Student must be a 9th, 10th, 11th, or 12th grader at a public high school.
- Student must be a citizen of the United States, Northern Mariana Islands, Marshall Islands, Palau, Federated States of Micronesia, or other U.S. trust territories or be a permanent U.S. resident.
