The first three years of life are very critical to a child’s growth and development. Some children need extra help from their parents, siblings, and other service providers to help them grow to be healthy and happy children. The Guam Early Intervention System (GEIS), under the Guam Department of Education, Division of Special Education provides services and support to young children birth to three years who have or are at risk for developmental delays and disabilities. Early intervention services are provided in the child’s home or community settings, such as child care centers, playground, beach, etc. 

GEIS can help address developmental issues for these children by providing numerous services including (but not limited to) developmental assessments, individual family service planning, home visits and therapy, playgroups to help build socialization skills, parent education and support, and service coordination with other local agencies. 

The program’s lead agency is the Department of Education under the Division of Special Education. The Department of Education supports the full inclusion of infants and toddlers that have or may be at risk for developmental delays.
